The present Regulation is enacted under the Small Power Research and Development Act establishing a programme to assess the contribution of renewable sources of electricity by providing a 10 and 20 year contract to eligible small power producers. At the outset the Regulation contains the definition of certain terms such as, “biomass”, “biomass facilities”, “pilot project”, “service area”, etc. In particular, the Regulation lays down provisions relating to procedures to be followed by small power producers when dealing with competent authorities. The text – consisting of 14 sections – deals with the following aspects: application for allocation of capacity, initial allocation of capacity, information to Minister, cancellation of initial allocation of capacity, final allocation of capacity, cancellation of final allocation of capacity, ministerial approval for changes, term of contract, record keeping, use of supplementary fuel.
