This Presidential Decree, consisting of 9 articles, creates the Inter-ministerial Commission of Biofuel (CIB). It establishes composition, duties and responsibilities of the above mentioned institution, entitled to guarantee the implementation of Policies and Strategies of Biofuel; to establish mechanisms of biofuel sustainable production based on local agro-energetic resources; to participate in the identification of adequate areas for producing biofuel prime-materials in coordination of the Ministry of Agriculture; to promote the research, development and innovation in biofuel sector; to create the environment for investments in biofuel production area; etc.
