This Decree, consisting of 9 articles, creates the State Unit Management for the Fresh Water Programme. It establishes composition, duties and responsibilities of the above mentioned water institution, entitled to: guarantee the implementation of any activity related to this Programme (called PAD), prescribed within the 2nd National Pact, signed between the Ministry of Environment and the State of Minas Gerais; to define the general baselines of PAD and supervise related activities; to adopt as guiding principles the efficiency, optimization of water supply and the improvement of quality of water for human consumption; to support any actions to implement the PAD; and to propose the creation of a permanent structure to implement the water desalinisation systems, in particular through social mobilization and environmental sustainability.
