This Ministerial Decree establishes the modalities of monitoring and control of the registration of greenhouse gases and it shall be applicable to entities subject to distribution of quotas for emissions of greenhouse gases. Monitoring plan shall include the following information: (a) list of sources of emissions of greenhouse gases; (b) description and substantiation of monitoring methods; (c) list of methodologies intended for utilization; (d) reference to the sources of information; (e) specification of measurements; and (f) description of the procedures for data collection and reporting. Each operator shall submit annual report on inventory and registration of greenhouse gases by 1 April of the year following annual reported period.
