This Law, consisting of 11 Chapters, establishes the State Policy on Basic Sanitation to be applied within the State of Alagoas. This State Sanitation Policy regulates Public Cooperation Agreement Between the Federal Associated Entities to authorize the management of public sanitation. This State Policy shall be governed by Federal Law No. 11.445, of 5 January 2007 and Law No. 11.107 of 6 April 2005, including the provisions arising from them. It aims at regulating Article 187 of the Constitution of the State of Alagoas, instituting State Policy on Sanitation; the public consortium and cooperation agreement referred to in art. 241 of the Federal Constitution, to authorize the joint management of public sanitation services between the State of Alagoas and municipalities located in their territory; and adapting to art. 187 of the Constitution of the State of Alagoas and art. 47 of Federal Law. 11.445 on National Sanitation Guidelines.
