This Governmental Decree establishes rules for modification of quotas for emissions of greenhouse gases and re-issuance of certificate for emissions of greenhouse gases. The amount of quota shall be set forth in accordance with the National Plan for reported period and it shall be revised in the following cases: (a) modifications due to planned type or modalities of functioning of installations during the reported period; and (b) putting in operation of new installations producing greenhouse emissions during reported period. Reissuance of certificate for emissions of greenhouse gases shall be performed in case of purchase and sale of installation producing greenhouse gases in accordance with purchase and sale contract and state registration certificate of installation.
