These Regulations aim at strengthening the administration of earthquake predictions and regulating the practice of issuing earthquake predictions. The text consists of 24 Articles. The Regulations provide for the rules, procedures and requirements for formulation examination and approval of earthquake prediction opinions, issuing earthquake prediction opinions to the public, and offences and penalties. The State encourages and supports scientific and technological research on earthquake prediction to improve the ability to predict earthquakes. Any unit or individual that proposes earthquake forecasting opinions shall report them in writing to the seismic work competent authorities at or above the county level, and may also report them in writing directly to national competent seismic work authority, and may not disseminate them to the public.
