These Measures aim at regulating energy conservation supervision, enhancing the efficiency of energy conservation supervision, and enhancing the energy utilization efficiency of the entire society. The Measures consist of 27 Articles divided into 5 Chapters: General provisions (I); Functions of Energy Conservation Regulatory Authorities(II); Implementation of Energy Conservation Supervision (III); Legal Liabilities(V); Supplementary provisions (V). The National Development and Reform Commission (NDRC) shall be responsible for the overall coordination and guidance of energy conservation supervision nationwide. Energy conservation regulatory authorities shall specifically conduct energy conservation supervision based on authorization or entrustment. Article 11 provides for the content of energy conservation supervision.
