These Regulations, consisting of 16 Articles, are enacted in accordance with the Environmental Education Act. According to the Environmental Education Act, the competent government authorities of all levels are required to set up an environmental education fund. These Regulations provide for environmental education fund’s receipt/payout, safekeeping and utilization. The source of the environmental education fund include: I. From the environmental education fund set up by the competent government authorities of all levels, an expenditure budget amount of at least five percent is to be allocated per year; II. From the proceeds of penalty fines the competent government authorities of all levels have collected for breaching the environmental protection law and regulations, five percent of which is to be allocated and allotted each year. III. Fund interest gains; IV. Donations by the people, businesses or organizations; V. Other forms of income. The competent government authorities of all levels shall set up a fund management board charged with managing and utilizing the fund.
