National Employment Strategy 2013–2017.

To absorb the maximum amount of unemployment, the Ministry of Vocational Training and Employment developed this National Employment Strategy conducted in collaboration with experts, associations of unemployed youth, representatives of civil society and members of the National Constituent Assembly. It is a five-year nationwide document with the overall aim of identifying and addressing the basic constraints inherent in the development process to adapt them with the primary objective of the employment. The Strategy contains six main objectives as follows (i) employment-oriented macro-economic policies based on social dialogue (with interventions on the tax policy, monetary and banking policy, direct investment towards disadvantaged areas and activities with high knowledge content; (ii) additional support for employment generating sectors; (iii) private sector development including develop qualified training programs for employees that enable them to possess the minimum knowledge and economic basis to exit from marginalization especially in the areas of higher rates of poverty and unemployment and lower levels of education and training and income; (iv) regional development and female employment; (v) enhancing the employability of the workforce, with particular focus on school-to-work transitions and building a training system responsive to the needs of the economy; and (vi) improving the operation of the labor market by adopting a labor legislation that better balances the need for flexibility with protection for workers as well as active labor market programs targeted on the most vulnerable. To enable more inclusive and efficient work systems, the Strategy proposes (i) to eliminate the obstacles women face in integrating into labor market, i.e. establishing mechanisms to enable women to operate remotely in disciplines that are compatible with activities remotely handled, such as remote accounting, (ii) to strengthen the composition and diversification of specialties in the field of traditional craft; (iii) to urge females in the educational stages; and (iv) to amend Labor Law and Social Security Law on part-time work as well as seasonal work in the direction of ensuring social protection for women.
