This Decision promulgates the Norms for multidimensional poverty measuring applicable during 2016-2020. It specifies income standards for Poverty level in rural and urban areas, respectively; b) Near-poverty level in the same areas and norms on deprivation of access to basic social services, such as: a) basic social services: health; education; housing; clean water and sanitation; and information; b) Indicators measuring the level of deprivation of access to basic social services: medical services; health insurance; education level; school attendance; housing; water sources; hygienic services; etc. Levels of poor households, near-poor households and medium households applicable during 2016-2020 are set in the text. The poverty levels serve as the basis for measuring and monitoring deprivation of income and access to basic social services of citizens; identifying beneficiaries of poverty reduction and social security policies; and drawing up other socio-economic policies during 2016-2020.
