The priority interventions and action areas are summarized under four thematic areas: 1) peace and national security; 2) livelihoods; 3) human rights; and 4) governance. The implementation process, since it is multi-sectoral as well as complex for the involvement of different and all stakeholders' interests, intricate communication function, mobilizing resources, setting up administrative structures, may need to be phased. The Strategy is based on the recognition and respect for human rights, including the fact that equality between women and men in the agricultural sector should lead to specific actions to improve the status of women at all levels, with observance of the cultural diversity that characterizes the Mozambican society, through the sustainable use and exploitation of natural resources.
