The Seed Plan seeks to promote an institutional framework for seed production both in the public and private sector as the availability of good quality seeds continues to be a problem for the farmers of India. The Plan highlights the issue that there is a need to rejuvenate the seeds sector through revamping the public sector seed companies, including the State Seed Corporations. Quality seeds appropriate to different agro-climatic conditions and in sufficient quantity at affordable prices are required to raise productivity.
