This Law, consisting of 12 articles, creates the State Programme for the Expansion of Irrigated Agricultural and Livestock - More Water, More Income, to be coordinated by the Secretariat of Agriculture, Livestock and Agribusiness (SEAPA) with the cooperation of the other organs of the Executive Branch. This State Programme will be executed in accordance with the State Policy on Irrigation and the State Policy for Water Resources and in a coordinated way with other Programmes, Projects and Actions that integrate them. The objectives of the "More Water, More Income" Programme are: 1. prevent the effects of drought and increase the security and income of producers in the State of Rio Grande do Sul; 2. increase the productivity of the rainfed agricultural activities by reserving water and using irrigation systems; 3. extend the use of irrigation systems by localized sprinkling within the Gaucho agriculture and livestock; 4. increase the volume of water reserved on rural properties, from a technical and environmental point of view, to supply the projected irrigation systems; 5. contribute to increase the income obtained by farmers; 6. increase the funding from municipalities and the State and reducing the effects of droughts in the economy; 7. maintain farmers in the activity by improving the quality of life and avoiding the rural exodus; 8. increase the state production of corn and other strategic grains for the productive chains of poultry, pork and dairy products.
