This Plan is issued by the Ministry of Environmental Protection. It is a cross-sectoral policy document at national level for the 13th Five-Year Plan period (2016-2020), aiming to give full play to the role of environmental impact assessment in prevention from the source of environmental pollution and ecological damage, and promote the realization of the overall objective of the “13th Five-Year Plan” for green development and improvement of ecological environment quality. The Plan sets out work targets including increasingly improved systems, more reasonable mechanisms, significantly enhanced efficiency, and scientific and powerful guarantee. To achieve the targets, the Plan specifies the following requirements: 1. promoting the "implementation" of EIA for strategies and plans; 2. enhancing the efficiency of EIA on construction projects; 3. constantly strengthening interim and ex-post supervision; 4. carrying out the early warning for major environmental impacts; 5. further disclosing government information; 6. creating a fair and open technical service market for EIA; and 7. consolidating technical support. The Plan puts forward that efforts shall be made to perfect the accountability mechanism for violations related to environmental impact assessment. According to the Plan, the administrative licensing for completion inspection and acceptance in terms of environmental protection shall be cancelled; a coordination and management mechanism for EIA, "three-simultaneousness" and pollutants discharge licensing shall be established; the relevant requirements for pollutants discharge control set forth in the EIA documents on construction projects and their approvals shall be stated clearly in the pollutants discharge license; the implementation of "three-simultaneousness" by enterprises shall be taken as the premise for applying for a pollutants discharge license. The "three-simultaneous" system refers to in the Plan means the system where the facilities for preventing and controlling environmental pollution and ecological damage must be designed, constructed, and put into production simultaneously with the main construction and development projects.
