The scope of constituting protected area - state nature biological reserve of regional significance “Gagul hollow” shall be conservation and reproduction of wild fauna species in the high-mountainous water-marsh complex (waterfowl, semiaquatic birds, mammals), rare and endangered wild fauna and wild flora species, protection and reproduction of game subject to commercial hunting, protection of unified landscape complex as habitat for wildlife species, tourism for the purpose of watching wild animals in nature. he reserve shall perform the following functions: (a) conservation of biodiversity of the unique natural landscape of the high-mountain zone of the Western Sayan; (b) maintaining optimal conditions for reproduction and migration of wild fauna species, including species listed in the national and regional Red Books of protected and endangered species; and (c) monitoring of the natural environment, wildlife, performance of scientific research. The following activities shall be prohibited on the territory of state nature complex reserve: (a) hunting and hunting management; (b) clear cutting and selective cutting with a view of timber extraction, except for timber extraction by local residents for individual personal needs; (c) procurement of soft resin; (d) blasting operations; (e) hydro amelioration, irrigation, exploration of subsoil and mining; (f) blasting operations; (g) water logging; (h) procurement of edible and non-edible non-timber forest products and medicinal plants, except for procurement thereof for individual personal needs by local residents; (i) burning of vegetation; (j) storage and application of toxic chemicals and other hazardous substances; (l) movement and parking of motor vehicles outside roads of common access (except for service vehicles); (m) littering with household waste and garbage; and (n) destruction or damaging of barriers, boards and other information displays and indication signs.
