The goals of the National Sustainable Development Programme (PNDS) are aligned with the National projects and have been established for a 15-year horizon. In this sense, until 2030, the following goals are expected: 1. Rural poverty reduction to 45%; 2. Provide access to affordable drinking water for 15 million people; 3. Expand the generation of Bioenergy to 4,000 Mw, implementing renewable energy systems; 4. Build 1,500 Km of roads; 5. Ensure bank coverage in all Districts of Mozambique; 6. Guarantee access to land by registering 5 million occupations; 7. Raise the population's income to 17,500; 8. Reduce the emission of gases (CO2) by 72.8 million tons per year. The PNDS is an integrated rural development programme aimed at promoting the sustainable use of natural resources and land environmental management. The aim of this programme is to foster a local economy through the supplementary provision of basic services, capacity building and attracting investments important for the development, while exploiting abilities, innovating local knowledge, and contributing for the resilience of communities to the effects of climate change. The strategic priorities of the FNDS are in line with the main objective the creation of MITADER, which is to ensure the increase of family income in a sustainable way. In rural areas, training and technology transfer offers greater efficiency and effectiveness in production processes, and gives even greater competitiveness to local economies. This project aims to create mechanisms and structures for training and support to local production, in order to increase productivity. The Programme has the following strategic priorities: Energy: providing the rural economy with productive factors that are decisive for its dynamization process; Water sector, ensuring basic services essential for the well-being of the population and the impact on productivity in rural areas; Training and technology transfer: Strengthening productive capacity through technology transfer and training for rural development actors; Market linking infrastructures: Ensure the development of economic and social infrastructures to increase accessibility and mobility in rural areas; Banking and Financing: Promoting a diversified and job-creating economy by stimulating investment in the strategic sectors of the rural economy. For the materialization of the priority strategies, the PNDS foresees the integrated implementation of five central areas. The objective of the Rural Energy Project is to support the expansion in the field of renewable energies, including the construction of small hydroelectric stations with irrigation components. The implementation of these actions will contribute to increased productivity and promote the manufacturing industry. As a mechanism to ensure the provision of energy at local and national level, the Project will develop, under a concession regime, the production of biomass plants. Water is vital for man's survival, and is also a determining factor in productive processes, especially for agriculture. The aim of projects in the area of Rural Water is to ensure access to and treatment of water in rural areas for domestic consumption and for economic activities.
