This Regional Decree establishes that state nature reserve of regional significance "Kotlassky" shall be constituted with a view of conservation and reproduction of rare and precious game from economic point of view. State nature reserve of regional significance "Kotlassky" is very important as biological reserve and resting ground for wild fauna species. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. All users, owners and owners of land plots, forest resources and waterbodies are obliged to observe the regime established in the reserve and bear responsibility for its violation administrative, criminal and other liability established by the current legislation. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) hunting for all wild fauna species, including birds, destruction of nests, burrows, hollows, dams and other hiding places; (b) stay firearms, fishing gear and dogs; (c) sharpening and training of hunting dogs; (d) practicing hunting firearms; (e) application of chemicals, mineral fertilizers, plant protection means and nutrients; and (f) timber extraction, construction of buildings, facilities, roads and pipelines, power lines and other communications without prior authorization by the Regional hunting administration.
