This Regional Decree establishes that state nature landscape reserve of regional significance “Ust-Chetlas” is constituted with a view of conservation of a typical sample of the Chetlas Stone (Middle Timan) landscape, plant protection included in the Red Book of the Russian Federation and the Red Book of the Arkhangelsk Region, maintaining a common ecological balance. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. All users, owners and owners of land plots are obliged to observe the regime established in the reserve. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and felling related to removal dead, fallen and damaged forest stand); (b) construction of buildings, facilities, roads and pipelines, power lines and other communications, with the exception of facilities ensuring operation of the reserve; (c) ) capture of wild fauna species that are not subject to hunting; (d) hunting, except for the purpose of regulation of the number of game; (e) destruction of nesting grounds and mating grounds of wild fauna species; collection of eggs; (f) application of toxic chemicals, mineral fertilizers, plant protection means and nutrients; (g) release of alien species; (h) entry, exit and parking of motor vehicles, except for service vehicles; (i) waste disposal; (j) exploration of subsoil and mining; (k) organization of tourist camps and making fires outside specially equipped areas; and (l) destruction or damaging warning signs and information boards.
