State nature reserve of regional significance “Inskoy” shall be constituted with a view of conservation of Trans-Ob forest-steppe area in the natural state, conservation, reproduction and restoration of natural resources, enrichment of land used for economic activities, protection of mating and reproduction habitats of beaver, elk, mink, roe deer, hares, grouse, badger and other wild fauna species, protection of habitats of rare and endangered species, maintenance of necessary ecological balance and stability of functioning of ecosystems. The period of the functioning of state nature reserve shall be open-ended. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. The following activities shall be prohibited on the territory of state nature reserve: (a) hunting; (b) industrial fisheries; (c) timber extraction in water protection areas (except for sanitary and reforestation felling); (d) mining; (e) ploughing up of slopes and coastal protection belts; (f) destruction of forest outliers by any economic activities; (g) grazing of cattle; (h) allotment of land for construction, horticulture and gardening; (i) hydro-reclamation and irrigation works; (i) application of chemicals, mineral fertilizers, plant protection means and nutrients; (j) washing of vehicles on the banks of water bodies; (k) round mowing (from edge to center); (j) destruction of nidifugous burrows, except for harmful animals; (k) devastation of nests and collection of eggs (except for crows); (l) burning of vegetation; (m) blasting operations; (n) movement of motor vehicles outside common access roads; and (o) any other activities preventing conservation and reproduction of natural complexes and objects.
