A Strategic Framework for Disaster Risk Management for the Cayman Islands.

The Strategic Framework for Disaster Risk Management for the Cayman Islands is a national policy with a sectoral approach. The purpose of the Strategic Framework is to provide a safe environment for the population from natural and man-made disasters by emphasizing prevention and mitigation as national priorities and by maintaining a high standard of preparedness for all hazards. Disaster risk reduction will be integrated into national development at all levels and across all sectors with a multi-hazard approach. The Government’s policy, roles and responsibilities will be established on the national risk management programme in alignment with regional and international norms. Inter-agency agreements and partnerships will be established to achieve common goals. Risk assessments will be used for the development and implementation of any national risk reduction programme and the contribution to sustainable national development. Risk assessments and environmental impact assessments will be carried out to include public dialogue and to inform planning of projects in environmentally sensitive areas. Cooperation with regional, international and corporate partners will be strengthened to ensure effective disaster risk management locally and regionally. All residents of Grand Cayman, Cayman Brac and Little Cayman will be engaged in the disaster risk management process. Adequate resources will be provided by the Government to ensure public safety and moreover communities will be empowered to allow them to take responsibility for their personal safety through adequate information, capacity and skills. When a disaster strikes, the Government will provide relief assistance to the most vulnerable and develop holistic approach to welfare management for affected population, including care for special populations such as children, the elderly and persons with disabilities. Disaster risk management will be integrated into national education curricula. Public awareness will be raised through ongoing public education and awareness programmes. A high level of community preparedness will be achieved with a comprehensive approach to risk management, including prevention, preparedness, mitigation, response and recovery. A hazard and risk database will be established for ongoing research and periodic update of assessments. Accurate risk mapping will be ensured by adherence to best practice models. Mitigation measures will be taken to maximize the resilience for country and natural environment. Land use management will be improved through the use of hazard database and assessments, and risk maps to inform decision-making. Most vulnerable areas will be declared as protection zones based on risk analysis and mapping. Adequate monitoring and forecasting capability will be ensured for all threats. Early warning systems will be established to ensure timely release of alerts and warnings to public for preparedness. Efficient and effective multi-hazard response system will be strengthened for saving lives, protecting property and minimizing suffering and damage. A national fund will be established for disaster recovery. Post-impact assessments will be carried out to improve the quality of the national disaster risk management programme and hazard management capability. Evaluation tools for emergency management process as well as impact management will be developed.
