These Measures aim to accelerate the promotion of advanced energy conservation technologies, improve the efficiency of energy utilization. The Text consists of 24 Articles. The central government shall continue allocating special funds and adopt approach of "substitute subsidies with awards" to provide appropriate financial support and incentives to energy technology renovation projects. In order to ensure projects' actual energy saving effect, funding rewards shall be linked with energy saving amount. Awards shall be provided to project enterprises that achieve energy conservation targets.
