This Hong Kong's Climate Action Plan 2030+ is a cross-sectoral policy document. It outlines the Hong Kong Government's longer-term action in combating climate change and setting out the carbon emission reduction target for 2030. The Government's target is to reduce Hong Kong's carbon intensity by 65 per cent to 70 per cent by 2030 compared with the 2005 level, which is equivalent to an absolute reduction of 26 per cent to 36 per cent and resulting in per capita emission of 3.3 to 3.8 tonnes in 2030. Main action directions include: reduce coal-fired electricity generation, apply renewable energy on a wider and larger scale, make the infrastructure and buildings - both new and existing buildings in the public and private sectors - more energy efficient, improve public transport and promote walking as a mobility means, strengthen the climate-readiness of the city as a whole, 'cool' the city through measures such as wind environment and landscaping design, and partner with stakeholders so that the community can be climate-resilient in the long term. The fuel mix is considered as an effective means of achieving the carbon reduction target. By around 2020, natural gas will generate about half of electricity while coal will drop to about 25%. By 2020, Hong Kong’s emissions will peak; The 2020 target is to reduce Hong Kong’s per capita contribution to less than 4.5 tonnes CO2-e; and 2030 target is to reduce it further to about 3.3-3.8 tonnes. In climate adaptation, priorities include: to strengthen the urban fabric and slope safety; integrate drainage and flood management projects with good landscaping so as to upgrade their amenity and biodiversity value; furthermore, by reclaiming water, recycling grey water and harvesting rainwater plus implementing desalination, to increase Hong Kang's sources of water; and to meet the challenge of sea level rise. In order to strengthen climate resilience, the Plan calls to continuously fill knowledge gaps, encourage innovation, build greater capacity to act, prepare better for emergencies, work with stakeholders, as well as raise public awareness. In addition, the Plan calls for not only the work of Government but also the participation and contribution of business and the community at large, and proposes that Hong Kong will need to review the climate change efforts every 5 years and align them with the submission timelines under the Paris Agreement.
