These Measures, consisting of 11 articles, are enacted in accordance with the Regulations on Reproduction and Protection of Aquatic Resources. Fishery administration vessel teams shall be established in sea areas, provinces, municipalities and autonomous regions, and fishery administration vessels may be established in inland main rivers, lakes and reservoirs as required. The fishery administration vessels shall have full-time fishery inspectors, equipped with necessary work equipment, and perform water fishery supervision and inspection tasks. Fishery administration vessels should have full-time fishery administration inspectors, equipped with necessary working equipment, and carry out the tasks of supervision and inspection of fishery administration on water. Anyone engaged in fishery production must submit an application and obtain a fishery license before carrying out fishery production. The purchase of fishing vessels from Hong Kong, Macao and foreign countries must be examined and approved by the State Fisheries Administration in advance.
