Resource reserve “Kuoluma-Chappanda” shall be classified as national nature reserve – protected area. Resource reserve “Kuoluma-Chappanda” shall perform the following functions: (a) protection of typical and unique natural complexes of the rivers Aldan – Amga interfluve, wild fauna and wild flora species and natural habitats thereof ; (b) protection of places of temporary accumulations and transit stops of migratory birds, including Yakut population of endangered of the Yakut Siberian Crane population - and other migratory birds; (c) organization and provision of monitoring studies of natural components, communities, populations of rare endangered and economically important species of plants, animals and birds; (d) preservation of spawning and feeding grounds for fish, including valuable species - whitefish, grayling, lenok, taimen, sturgeon on inflows of the rivers Kuolum, Chappanda, Baly-Baaly; and (e) improvement of territories of special ecological and aesthetic value, their use for educational, cognitive and scientific purposes. The following activities shall be prohibited on the territory of resource reserve: (a) hunting, fishing in excess of the established quotas, destruction and capture of wild animals and birds, destruction of burrows, nests and other hiding places and shelters, as well as all kinds of changing conditions of animal habitats; (b) hunting of all waterfowl and upland fowl species; (c) exploration, mining and all types of soil cover disturbance; (d) construction and placement of industrial facilities and roads; (e) presence of vehicles without official need and outside public roads; (g) flight of aircraft lower than 500 m; (h) unauthorized stay of persons not related to traditional nature management and the functioning of the reserve; (i) stay with firearms, except for authorized staff; (j) keeping unleashed dogs; and (k) any activity damaging the state of natural complexes or contrasting the objectives of resource reserve. By agreement with the regional Ministry of Environmental protection can be authorized the following activities: (a) scientific research; (b) performance of required fire-fighting, sanitary and epidemiological arrangements; (c) rehabilitation activity in areas damaged by natural disasters or by unauthorized human activities, and also performance of the arrangements for the prevention of modification of natural complexes as a result of economic activities in adjacent areas; and (d) collection of specimen and other materials for scientific research work.
