This Order approves the Technical Regulation for Food Additives, definitions, classification and use of the Health Surveillance Secretariat under the Ministry of Health (SVS/MS). This Regulation, consisting of five sections, determines that safety of additives is fundamental. This implies that before the use of an additive in food is authorized it must be subjected to an appropriate toxicological evaluation. The use of additives should be limited to specific foodstuff under specific conditions and at the lowest level to achieve the desired effect. The technological need for the use of an additive shall be justified where it provides technological advantages and not when these can be achieved by more appropriate manufacturing operations or by greater hygienic or operational precautions. The use of additives is justified for technological, health and nutritional reasons.
