This Law, creates the Independent Technical Observatory for assessing, monitoring and evaluating forest and rural fires occurring in the national territory. It establishes composition, duties of the above mentioned Observatory, whose mission is to carry out an independent assessment of forest and rural fires, providing scientific support to parliamentary committees responsible for the integrated management of rural fires, civil protection, land use planning, agriculture and rural development, and forestry and nature conservation. In order to carry out its tasks, the Observatory has the following responsibilities: Participate actively in the clarification to non-specialized people and political decision-maker on technical and political measures under discussion in the field of the prevention and fighting against rural fires; Advise the Assembly of the Republic on the response to forest fires; Advise on the revision of the National Plan for the Integrated Management of Rural Fire; Assess and evaluate all the causes, characteristics and dynamics of the above mentioned fires whenever the Assembly of the Republic requests its intervention; Pronounce itself on the annual report of activities of the System of Integrated Management of Rural Fire (SGIFR); Issue recommendations on legislative initiatives that may contribute directly or indirectly to the reduction of fire hazard and risk.
