This Law, consisting of 12 articles, creates the Programme for the Revitalization of Cooperatives of the State of Rio Grande do Sul (RECOOP/RS) under the Secretariat for Rural Development, Fisheries and Cooperatives. This Programme aims at promoting the economic and financial recovery of the cooperative sector, through asset restructuring, financial reorganization and modernization of the structure and management of cooperatives related to agricultural, agro-industrial, aquaculture and fisheries production. In addition, this Law creates the Managing Committee of RECOOP/RS, to be regulated by decree of the Executive Branch, with the following attributions: establish the framework criteria in the Programme; analyse the requests for funding in accordance with the pre-established framework; analyse the repercussions of financing for fixed investments among other agricultural cooperatives; and regulate projects related to the organizational counterpart of cooperatives, established in art. 6 of this Law.
