Rural areas in the Program shall be intended rural settlements or rural settlements and inter-settlement territories united by a common territory within the boundaries of a municipal district, as well as rural settlements and workers' settlements included in the urban districts (except for urban districts with administrative centers of the constituent entities of the Russian Federation) and urban settlements where prevail activities related to production and processing of agricultural commodities. It is assumed that the list of such rural settlements and workers' settlements on the territory of a subject of the Russian Federation will be determined by the supreme executive body of the state power of the subject of the Russian Federation or the authorized body of the executive power of the subject of the Russian Federation. In the Program, investment project in the sphere of agro-industrial complex shall be intended as the realization of capital investments by the agricultural commodity producer, related to the construction (reconstruction, modernization) of objects of agricultural purpose, objects of processing and trade of agricultural commodities, purchase of livestock, machinery and equipment, in the process of which high-tech jobs are created. Priority issue of Federal Target Program “Sustainable Development of Rural Areas for the period of 2014-2017 and until 2020” is the development of rural areas. Federal Target Program “Sustainable Development of Rural Areas for the period of 2014-2017 and until 2020” is a sectoral policy with the following scope: (a) creation of comfortable living conditions in rural areas; (b) stimulation of investment activity in the agro-industrial complex through the creation of favorable infrastructure conditions in rural areas; (c) promotion of creation of high-tech jobs in rural areas; (d) intensification of participation of citizens living in rural areas in the implementation of socially significant projects; and (e) formation of a positive attitude to rural areas and rural way of life. Federal Target Program “Sustainable Development of Rural Areas for the period of 2014-2017 and until 2020” has the following objectives: (a) concentration of resources allocated for the comprehensive development of social and engineering infrastructure in rural areas, where investment projects in the agricultural sector are being implemented; (b) grant support for local initiatives of citizens living in rural areas; and (c) promotion and popularization of achievements in the development of rural areas. Targets and indicators of state program shall be as follows: (a) construction of local water supply systems; (b) provision of 63 percent of rural population with potable water; and (c) creation of job opportunities for rural population. Achievement of the objectives of the Program shall be performed with the consideration of the following approaches: (a) integrated planning of the development of rural areas and placement of social and engineering infrastructure facilities in accordance with territorial planning documents (territorial planning schemes of the constituent entities of the Russian Federation, municipal districts and master plans of settlements and urban districts); (b) development of social and engineering infrastructure in rural areas where investment projects in the agricultural sector are implemented; and (c) use of public-private partnership mechanisms and attraction of extra-budgetary funds to finance the Program's activities, including funds of the population and organizations. State support (public financing) shall be provided for the implementation of projects selected by the constituent entities of the Russian Federation in the following priority areas: (a) creation and development of recreation areas, sports and children's playgrounds; (b) conservation and restoration of natural landscapes, historical and cultural monuments; and (c) support for national cultural traditions, folk crafts and trades. Responsible institution for the implementation of Federal Target Program “Sustainable Development of Rural Areas for the period of 2014-2017 and until 2020” shall be the Ministry of Agriculture.
