Federal Target Program "Development of the water management complex of the Russian Federation for the period of 2012 - 2020" is a multisectoral policy document. The objectives of the Program shall be as follows: (a) guaranteed provision of water resources for sustainable social and economic development of the Russian Federation; (b) conservation and restoration of waterbodies to a state ensuring ecofriendly living conditions of the population; (c) ensuring protection of the population and business facilities from floods and other negative impact of water. Targets of the Program shall be as follows: (a) to eliminate local water shortages in water-deficient regions of the Russian Federation; (b) to improve the rational use of water resources; (c) to reduce the negative anthropogenic impact on waterbodies; (d) to restore and rehabilitate waterbodies; (e) to increase the operational reliability of waterworks (including ownerless ones) by bringing them to a safe technical condition; (f) to ensure the protection of the population and economic facilities from the negative impact of waters; (g) to develop and modernize state monitoring system of waterbodies; and (h) to educate and inform the population in relation to management and protection of waterbodies. In order to achieve the guaranteed supply of water resources for sustainable socio-economic development of the Russian Federation, it is planned to solve the following tasks: (a) to eliminate water shortages in water-deficit regions of the Russian Federation; and (b) to improve the rational use of water resources. The state customer - coordinator of the Program is the Ministry of Natural Resources and Ecology of the Russian Federation, the state customers of the Program are the Ministry of Agriculture of the Russian Federation, the Federal Agency for Water Resources, the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Fishery Agency. Expected final results: (a) guaranteed provision of water resources for current and future needs of the population and economic facilities of the Russian Federation; (b) creation of conditions for ensuring favorable environment for living conditions of the population, development of services in the field of water tourism and recreation; (c) increase in environmental investment activity in industry and housing and communal services; and (d) reduction of water intensity of industrial processes and reduction of unproductive losses of water resources. The main factors that have a negative impact on the level of rational use of water resources are the application of outdated water-intensive production technologies, insufficient equipment of water intake structures with metering systems, as well as a high level of water losses during transportation. In order to ensure the protection of the population and business entities from the negative impact of water and reduce the size of damage, construction and reconstruction of engineering protection facilities will be carried out primarily in the most flood-prone and subject to flooding areas and will be of preventive type.
