This Order establishes exceptional and temporary measures in the context of the COVID-19 pandemic, applicable to agricultural producer organizations and their nationally recognized associations. The provisions of article 13 of Order No. 298/2019 of 9 September are not applicable in the year 2020, in accordance with the provisions of article 9 of Order No. 295-A/2018 of 2 November. The Order establishes also the sanctioning regime as follows: 1 - If, in 2020, the agricultural producer organizations or respective association do not respect the minimum number of members due to the COVID-19 pandemic, suspension of payment of public support provided for in article 28 of Order No. 298/2019 and the non-compliance must be reported to the Regional Agriculture and Fisheries Directorates (DRAP) or the competent services of the Autonomous Regions (RA). 2 - If it is not possible for these producer organizations or respective association, due to the COVID-19 pandemic, to comply in 2020 with the corrective measures referred to in article 28 of Order No. 298/2019, the warning or suspension of recognition periods may be extended. 3 - The request for extension must be submitted to the DRAP or the competent services of the RA. 4 - In order to apply the provisions of article 28 of Order No. 298/2019, the year 2020 is not counted in case of non-compliance with criteria related to the minimum value of marketed production.
