These Detailed Rules are enacted for the Implementation of the Measures for the Administration of Recycling of Scrapped Motor Vehicles. The Detailed Rules consist of 59 Articles divided into 7 Chapters: General provisions; Qualification identification and management; Code of conduct for recycling and dismantling; Code of conduct for recycling and reuse; Supervision and management; Legal liabilities; Supplementary provisions. The State implements a qualification system for recycling and dismantling enterprises. Without qualification certification, no unit or individual shall engage in the recycling and dismantling of scrapped motor vehicles. Article 8 provides for the conditions to be met for obtaining the qualification for recycling and dismantling scrapped motor vehicles.
