Order No. D1-528 validating the Rules on the issuance, amendment and revocation of Integrated Pollution Prevention and Control Permits.

This Order approves the Rules governing the issuance, amendment, review and revocation of Integrated Pollution Prevention and Control (IPPC) permits for installations carrying out specified industrial activities. The Rules establish the permitting framework applicable to activities falling within their scope and regulate the procedures for obtaining, amending and cancelling permits, with the objective of preventing and controlling pollution arising from industrial operations. The Rules set out requirements concerning permit applications, the information and documentation to be submitted by operators, the assessment of applications by competent authorities, and procedures relating to public participation and access to information. They provide for the determination of permit conditions on the basis of environmental protection requirements, including emissions to air, water and soil, the use of natural resources, waste management, monitoring, accident prevention measures and the application of best available techniques. The Rules further regulate the review and modification of permit conditions, compliance control, reporting and monitoring obligations, and the circumstances in which permits may be amended or revoked. They also contain provisions regarding the cessation of activities, including requirements related to the assessment of soil and groundwater conditions and the implementation of measures necessary to address environmental impacts associated with the operation of installations.
