The updated Regional Plan for Integrated Waste Management (PRGR) was adopted by the Regional Council via Resolution 110/8 on 2 July 2018. Annexed to the Plan the Resolution adopted other documents integral to the Plan: Summary of Plan, Annex 1 to Plan – Guidelines concerning the reorganisation of local services, Prevention and Reduction of Waste Program, Remediation of polluted sites Plan, Environmental Report and Summary, Site Natura Report.ita197383RemediationsitePlan.pdf;ita197383Annexes.pdf;ita197383Resolution.pdf;ita197383Otherdocuments.pdf The PRGR is divided in two parts; Part 1 outlines the historical and current waste management legal framework and provides information and data on waste production and management processes. Part 2 enlists the Plan’s objectives, initiatives and recommendations on waste management in general, environmental considerations, evolution in management and localization of waste plants and criteria for management of specific types of waste (e.g. special waste, organic, packaging). Part 2 also includes a section on governance and actions for the implementation of the Regional Plan. The PRGR distinguishes three types of objectives: 1) Strategic objectives aimed at achieving environmental sustainability in waste management (e.g. ensuring that high environmental and public health protection standards are met, that natural resources are protected, that every stakeholder across the waste cycle is responsible, improve criteria for localization of waste treatment plants, increase access to information, education and community participation to waste management processes, manage and reduce risk of pollution accidents, adoption of more eco-friendly processes and promotion of innovation. 2) Performance Objectives aimed at improving the integrated waste management system (e.g. develop reuse and recycle initiatives, maximise waste reduction policies, improve the urban waste recycling performance, optimize the management potential of organic waste and create processes to reduce impact of non-recyclable waste, favour the establishment of post treatment markets of recycled materials and biofuel). 3) Governance objectives aimed at promoting innovation, coordination and sustainability in all waste management cycle across the different levels of administration. The PRGR outlines priorities and actions to achieve the above-mentioned objectives. Follow: actions to promote community stewardship and participation into the waste cycle; actions to reduce the production of waste (Annex: Prevention and Reduction of Waste Program an implementation instrument of the Plan itself, it identifies in the packaging, organic and non-recyclable waste the sectors where initiatives can be taken) and actions to promote waste recovery markets; actions to improve current waste treatment plans for non-recyclable and organic waste and actions to develop new treatment plans of waste waters and special types of waste. Integral to the PRGR is the Remediation of polluted sites Plan; it as well outlines the current legal and management situation of polluted sites and distinguishes in Strategic and Performance objectives. Strategic objectives include ensuring that high environmental and public health protection standards are met, that natural resources are protected and that policies and actions aimed at reducing and limiting contamination phenomenons are in place. Performance objectives entail policies and actions aimed at preventing that degraded and non-degraded lands and sited became polluted, promote site remediation and rehabilitation, ensure efficiency in the initiatives.
