This Law regulates the labor market through employment mediation, vocational guidance, education in order to increase the employability of the labor force, unemployment insurance, active employment policy measures, other activities aimed at encouraging spatial and professional mobility of the labor force, new employment and self-employment, employment on temporary or occasional jobs in agriculture and the organization, management and performance of the activities of the Croatian Employment Service. The provisions of this Law shall not apply to mediation in the employment of seafarers which is regulated by special regulations, unless they are beneficiaries of financial compensation in accordance with this Law. This text transposes several European Union directives as listed in article 2. The Law is structured into nine main Chapters, as follows: I. General provisions; II. Records of unemployed persons and other job seekers; III. Preparation for employment and employment mediation; IV. Active employment policy; V. Rights during unemployment; VI. Employment in temporary or seasonal jobs in agriculture; VII. Supervision; VIII. Misdemeanor provisions; IX. Transitional and final provisions. Temporary or occasional seasonal work in agriculture is considered to be the work in one of the following areas: plant breeding which includes land preparation, sowing, planting, grafting, breeding measures, pruning, weeding, thinning, dipping, transplanting, plant protection, harvesting, harvesting, harvesting, relocating, sorting, finishing, processing and packaging, loading and unloading of agricultural products or raw materials; livestock farming which includes shearing, milking, lambing, kidnapping, gathering and keeping herds and moving hives, and honey extraction, collection and sorting of eggs, collection and loading of poultry, cleaning of facilities between production cycles, loading and unloading of livestock or animal feed; fisheries involving commercial fishing at sea and in freshwater, freshwater and marine fish and shellfish farming and processing of fish and other aquatic organisms.
