This Administrative Regulation is enacted in accordance with the paragraph 5) of Article 50 of the Basic Law of the Macao Special Administrative Region, and the provisions of Article 31 of Law No. 9/2018 Establishment of Municipal Council. The Administrative Regulation stipulates the organization and functioning of the Municipal Affairs Council. The Administrative Regulation consists of 87 Articles divided into 7 Chapters: General Provisions; Municipal Management Committee; Organization Subsidiary Units and Powers; Municipal Advisory Committee; Organization Operation; Financial and Property Management and Supervision; Transition and Final Provisions. The main functions of the Municipal Management Committee include: (1) The category of culture, health and civic education, mainly including the organization of cultural and community celebrations, the provision of cultural and recreational facilities, and the promotion of civic education training; (2) The category of food safety, which mainly includes supervision and testing of food circulating in the market and the quality of drinking water; 3) The category of environmental sanitation, which mainly includes ensuring the cleanliness and hygiene of public places, maintaining and repairing drainage networks, public baths and toilets, monitoring the removal of household solid waste; (4) The category of animal supervision and phytosanitary, mainly including animal and plant health quarantine and management; 5) The category of the issuance of administrative licenses; (6) the supervision and construction of public places, mainly including constructing and updating public facilities and venues, maintaining and repairing roads, and setting up and maintaining green areas, parks and other similar facilities; etc. The Food Safety Department shall be the subsidiary unit responsible for food safety affairs. The Food Safety Department consists of: (1) Management Planning Division; (2) Risk Assessment Division; (3) Risk communication Division; (4) Food Inspection and Quarantine Division. Article 17-20 sets up powers of the 4 Divisions. The Risk Assessment Division mainly has the following powers: (1) Collect food safety information (2) Conduct risk assessment and research related to food safety; (3) Provide scientific basis and suggestions for food safety risk management; (4) Assess the degree of risk of food safety incidents to the public, and propose scientific Base recommendations (5) Formulating and issuing food safety guidelines; (6) Suggest food safety standards. The Risk Communication Division mainly has the following powers: (1) Responsible for contacting international or regional food safety organizations; (2) Responsible for communication and contact with the food industry and the public; (3) Publish food safety information; (4) Issue food safety warnings; (5) Organizing exchange activities such as expert seminars and lectures on food safety; (6) Responsible for food safety training, publicity and education, exhibitions and promotion activities; (7) Responding to public inquiries on food safety. The Food Inspection and Quarantine Division has the following powers: (1) Article 20 The Food Inspection and Quarantine Department has the following powers: (1) Through veterinary inspection and other inspection methods, carry out quality control of perishable products and non-bottled beverages with animal or plant origin, produced or imported for public consumption in the Macao Special Administrative Region; (2) Issue permits to retail meat, fish, poultry and vegetable establishments and conduct supervision; (3) Carry out sanitary inspections on the premises where animals are slaughtered or stored for public consumption and the means of transportation for such animals; (4) Supervise the operation of slaughterhouses and wholesale markets, and conduct sanitary inspections on meat, its by-products, and leftovers. Article 32 provides for main powers of the Natural Conservation Department, including : (1) Carry out mountain forest reconstruction and planting, make good use of mountain water resources and improve soil to promote ecological balance; (2) Management, protection and development of nature reserves, mangroves, mountain forests and wetlands, to ensure that Macao's native and precious animals and plants have a suitable environment and sustainable development; etc.
