The present document contains the Sectorial Plan for Energy and Water Supply for the period 2018-2030, whose overarching goal is to ensure that public energy and water supply are reliable, accessible and economically advantageous for all citizens and businesses. The Plan focuses on three main topics: 1. Lower prices for electricity and water: single fees for energy and water, as well as cheaper access for businesses. 2. Green energy wherever it is possible: by 2030 public energy supply should come from renewable energy sources as far as possible. 3. Modernization of the energy system: energy production based on fossil fuels shall be replaced by new energy technology. These areas contain a total of 35 specific goals related to the reduction of prices, renewable energy, and the modernization of the energy system, heat supply, and water supply. The Plan stresses the need for a more solidary pricing system, as the highest prices for electricity and water are paid in settlements where the population on average has lower incomes. In this regard, the Government considers that a single-price system ensures more equal conditions for families and businesses in all parts of the country. The Ministry of Business and Energy has launched an analysis of the country's current energy system which, from a helicopter perspective, will assess whether the historical and current supply structure is on a par with technological development. This includes, among other things, exploring the possibility of connecting cities and settlements with modern cable technology and / or air transmission lines in order to achieve a more flexible and efficient energy system. Moreover, the modernization of the energy supply also requires the optimization of existing plants and investment in new renewable energy sources and water production methods. The hydropower potentials of Greenland will be increasingly exploited in the coming years. The Government will also will expand and make heat supply more efficient in order to reduce Greenland's dependence on imported oil and ensure stable energy prices. In this regard, available local heat sources shall be utilized optimally. This applies partly to the residual heat that arises as a by-product of electricity production, and partly to the significant heat production that arises from the incineration of waste. There is a concrete need to increase the focus on the utilization of waste as an energy resource, and changes in the current organization of the waste sector will therefore need to be explored. A working group shall present proposals for initiatives that can provide an improved utilization of waste for energy purposes in 2018. As regards water supply, the Plan seeks to ensure a good and stable supply and good and sufficient drinking water for household use, based on an efficient utilization of available water resources. The Government will work continuously to reduce the risk of contamination of raw water resources and drinking water, and to ensure that water resources are not over-exploited. A documented drinking water security (DDS) system at water-supply-points will contribute to good water quality. Water supply will also be made more effective through ongoing expansions and renovations of infrastructure. Finally, energy optimization is given increased focus. In order to succeed in this are, new technological solutions shall be implemented, such as individual billing, digitized solutions for management, monitoring and control of production facilities and distribution facilities. Moreover, targeted efforts to change consumer behavior, particularly regarding electricity and heat consumption shall also be prioritized.
