This Decree, consisting of 24 articles, defines competences, management, budget regime, organization and functioning of the Water and Sanitation Infrastructure Administration (AIAS, IP). AIAS, IP covers the national territory and may propose to the entity that oversees the water supply and sanitation area, the creation and/or extinction of provincial delegations and other forms of representation throughout the national territory. AIAS, IP, has the following competences: cooperate with private and public operators of the public water distribution and drainage systems for residual and rainwater; efficient and financially viable management of public and private investment programmes in water supply, wastewater and rainwater drainage systems; concession of exploration; infrastructure management entities affiliated to AIAS, IP; supervision of the use of water distribution and sanitation assets allocated to the management of private and public operators; definition of investment plans and approval of commercial and financial strategy plans for the systems allocated under its responsibility, providing the necessary information to the Water Regulatory Authority (AURA, IP); supervision of the activities of the Provincial Water and Sanitation Council in the area where the public water distribution and wastewater and rainwater drainage systems are located; maintenance of a register of assets in the public and private domain of the systems, in accordance with contractual clauses, etc.
