This Resolution approves the National Plan for the Advancement of Women 2010-2014 (PNAM). PNAM is structured according to the pillars of Economic Development, Human Capital, Governance and Institutional Mechanisms for the Advancement of Women. The Plan prioritizes the objectives of the 2007/2009 PNAM, the creation, revision and reinforcement of policies leading to the reduction of absolute poverty and the improvement of the food and nutritional security situation, especially in rural areas, the improvement of access to financial capital and production technology, the promotion and implementation of non-discriminatory policies and strategies in the labor sector, investment in women through the use of their creativity and entrepreneurial capacity. In addition, it aims to develop education, training and encouragement of employment opportunities, the improvement of human capital, especially with regard to access to health and education services, encourage greater participation of women in the political sphere and in power bodies and decision-making, and raising society's awareness of the elimination of cultural practices that impede the development and political, social and economic participation of women, with a view to placing greater emphasis on women as subjects of rights. The goal is to broaden the scope of activities that play a central role in meeting their practical and strategic needs, such as access to water and sanitation, electricity, roads, information and communication technologies, marketing systems and management of natural resources. The promotion of gender equality and human rights have always been a priority for the Government since the time of national independence. Mozambique is a signatory to most international and regional instruments for the protection and defense of women's rights, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW-1993), the Beijing Declaration (1995), the SADC Gender Declaration (1997), the Solemn Declaration on Gender in Africa (2004), the Optional Protocol to the African Charter on Human and Peoples' Rights Relating to Women (2005) and the SADC Protocol on Gender and Development signed in 2008 and ratified on 29 June 2010.
