This National Plan of Action moves from the concerns about the threat of extinction the turtles are facing worldwide and about the worrying conditions of turtle conservation in Indonesia, due to illegal trading, catching and accidental deaths during fishing activities. Therefore, this National Plan is expected to provide references and suggestions, in order to ensure the sustainability of the turtle population and its habitat in the process of economic, social and cultural development of the community and it is thus addressed to all the stakeholders and parties involved in turtle conservation efforts. After a classification of the species of turtles and sea turtles living in Indonesian waters and their characteristics, the National Plan focuses on the legislative framework concerning turtles management both at national and international level and on the threats to turtle conservation. The definition of the Plan formulates seven targets for the period 2016-2020 to achieve the goal of the turtle conservation: 1) increasing effectiveness of turtle nesting habitat management; 2) decreasing of capture and illegal trade of turtle eggs in defined locations; 3) decreasing of mortality of turtles accidentally caught in longline tuna fisheries; 4) realising the active role of the community in protecting turtles and their nests; 5) establishment of strategic partnerships with various parties in conducting turtle conservation; 6) implementation of conservation-based turtle ecotourism; 7) availability of an integrated turtle information system and database by 2020. The last chapter of the National Plan focuses on the implementation mechanism, concerning: agencies at national and regional level; the identification of the persons in charge of the Plan; the sources of funding needed to carry out all the requested activities; the phase of evaluation and reporting.
