The Sustainable tourism development Strategy until 2030 is an act of strategic planning of Croatian tourism for the period until the year 2030, coordinated with the National development strategy of the Republic of Croatia until 2030 and with basic documents and policies of the European Union and the Republic of Croatia, including the National Recovery and resilience Plan. The strategy was created in cooperation with representatives of key stakeholders in Croatian tourism, ministries and other relevant institutions. The impact analysis was also performed, taking into account related key challenges associated with the development of sustainable tourism. The strategy contains a vision of the development of tourism in the Republic of Croatia in the direction of sustainability, development needs and potentials that need to be realized and brings concrete priority areas for realization of identified strategic goals. The priorities of public policy, which will contribute to the development of sustainable, innovative and resilient tourism are the following: encouraging investment in sustainable, low-carbon tourism development; increasing the multiplier effects of tourism in the areas of agriculture, digitization, transport, energy and environment and sports and creative industries; development of functional and sustainable tourist regions for the sake of a complete tourist experience; extending the season through investments in public tourist infrastructure and promotion; integrated management of destinations in order to find appropriate specializations, offers of additional content and season extensions; tourism valorization and presentation of cultural and natural, gastronomic and oenological heritage offers; transition towards niches with higher added value, with an emphasis on increasing the quality of the offer, digitization, innovation and increase in the offer of high-quality accommodation capacities; removing administrative obstacles and improving the availability of public infrastructure for realization of investments in tourism; positioning towards new and large, fast-growing global broadcasting markets; promoting Croatia as a safe and healthy destination that offers high quality and various tourist services. The interaction between tourism and climate change is very pronounced. On the one hand, climate is important as factor in the development of tourism and in attractiveness of tourist destinations. Therefore, stakeholders in tourism are aware of the importance of preserved environment and climate for the long-term development of tourism. On the other hand, tourism which is not based on the postulates of sustainability, has a significant negative effect on the climate and the environment, as it contributes to the emission of greenhouse gases that cause global warming. Tourism is responsible for about 8% of total CO2 emissions. The biggest generator of carbon emissions is traffic. It was found that in 2016, traffic related to tourism caused 5% of global emissions of carbon, and it is predicted that CO2 emissions from traffic related to tourism will increase and represent 5.3% of all emissions caused by people in the world in 2030. Starting from the fact that tourism represents a significant lever of economic development in the Republic of Croatia, it is necessary to make efforts to minimize the negative effects of tourism on the environment, preserve resources for the development of tourism, but also the quality of life of future generations. Tourism generates effects on the environment and nature, especially on the species and habitats of protected areas attractive for visitors. The area, especially on the coast of Croatia, as well as the amount of drinking water, clean air, fertile soil and biodiversity are limited natural resources. Negative trends in resource efficiency while increasing emissions into the air, soil, water and sea could damage the quality of life and natural balance of the ecosystem, but also foundations of the functioning of economy, including tourism as its important branches. The impact of tourism on the environment and nature is also related to the aspects of economic and social sustainability. Loads on marine ecosystems, and consequently declining biodiversity affects economic development, but also society. Loss of biodiversity and declining ecosystem services can have direct effects on human health, but also affect securing a source of income. As resources need to be managed more efficiently throughout life cycle, from extraction, transport, production and consumption, all the way to sustainable waste management, negative growth trends of waste from tourism represent one of the key challenges of Croatia.
