National Strategy for Sustainable Development.

The National strategy for the Sustainable Development is a national multi sectoral strategy of Italy for the period tending to 2030. Starting from sustainability as a development model and from the involvement of all active participants in the sustainable development, the Strategy focuses on: A) the evaluation of the Italian position in respect to the 17 goals and 169 targets of the 2030 Agenda; B) the identification of strengths and weaknesses on which to build the objectives to be pursued; C) the strategic objectives organized around the 5P areas of the 2030 Agenda - People, Planet, Prosperity, Peace and Partners -. This proposal is infact structured around this latter five areas. Every area consists of a system of strategic choices declined in national strategic objectives specifically set for the Italian reality and complementary to the 169 targets of the 2030 Agenda. This setting represents the 2030 Agenda, in particular for the environmental part which is the priority objective of the this Strategy, through the integration of the three pillars of the sustainable development: environment, economy, society. The "People" area concerns the promotion of a social dimension that guarantees a dignified life to the whole population, so that everyone can realize his own potential, in a healthy environment. The strategic objectives associated with this area seek to: I. Combat poverty and social exclusion by eliminating territorial gaps; II. Guarantee the conditions for the development of human potential; III. Promote health and well-being. In relation to the "Planet" area the Strategy seeks to ensure a management of terrestrial and marine natural resources and ecosystem services so as to guarantee an adequate flow of environmental services for current and future generations. In addition, it aims at giving natural capital adequate value within economic processes, promoting the development of sustainable cities and combatting the depopulation of marginal areas, strengthening resilience and sustainability of communities and territories. The Strategic choices inherent to this area comprehend the following points: I. Halt the loss of biodiversity; II. Ensure sustainable management of natural resources; III. Create resilient communities and territories, preserve landscapes and cultural heritage. The "Prosperity" area requires the creation of a new economic, circular model which guarantees a more efficient and responsible use of resources minimizing negative impacts on the environment and focussing on challenges such as the decarbonisation, the promotion of research and innovation, the establishment of sustainable production and consumption patterns; professional qualification and sustainability employment models. The strategic choices in this area are aimed at: I. Funding and promoting sustainable research and innovation; II. Ensure full employment and quality training; III. Affirm sustainable models of production and consumption; IV. Decarbonize the economy. The "Peace" area is closely connected to the implementation of social protection policies and the contrast to poverty through the promotion of peaceful, equitable and inclusive societies. This area's strategic choices seek to: I. Promote a non-violent and inclusive society; II. Eliminate all forms of discrimination; III. Ensure legality and justice. The "Partnership" area refers to the declination of the strategy and its areas of intervention. It aims at: I. Eradicating poverty and reducing inequalities, improving the conditions of life of populations and promoting sustainable development; II. Protecting and affirming human rights, dignity of individuals, gender equality, equal opportunities and the principles of democracy and the rule of law; III. Preventing conflicts, supporting processes of pacification, reconciliation, post-conflict stabilization, consolidation and strengthening of democratic institutions. SDG's indicators, as recently produced by Istat, can be associated with every strategic objective and can represent its future declination for objectives as well as a tool for monitoring implementation. The document also identifies a system of transverse areas of action and fundamental levers to initiate, guide, manage and monitor the integration of sustainability into policies, plans and national projects. At the same time, for the promotion of a fair and sustainable development model the policy requires a collective effort aimed at reducing inequalities, poverty, unemployment, and to protect environment, nature and climate.
