Economic development has a direct impact on economic growth, the introduction of innovative technologies, improving the quality and standard of living of the population, increasing labor productivity and achieving other strategic goals of the country's socio-economic development. The priorities and goals of the state policy in the field of economic development at the federal and regional levels are aimed at creating a favorable business climate and conditions for doing business, and improving the efficiency of public administration. The solution of the following tasks is envisaged: (a) development of small and medium business; (b) attracting private investment and creating new jobs; and (c) improving the competencies of managerial personnel necessary for the development of regional economies. State Program envisages allocation of public subsidies for realization of the fixed objectives, establishes goals, procedure, terms and conditions for the provision and distribution of subsidies to the budgets of the constituent entities of the Russian Federation for state support of small and medium-sized businesses. The Ministry of Economic Development of the Russian Federation establishes requirements for business support centers, centers for folk art crafts, handicraft activities, rural and ecological tourism. Annex contains the form of request for the allocation of public subsidies.
