This Implementation Plan for Agricultural and Rural Emission Reduction and Carbon Sequestration is a sectoral policy document at the national level, covering the period of 2022-2030. The goal of the Implementation Plan is set up as: By the year 2025, a comprehensive integration of emissions reduction, carbon sequestration in agriculture and rural areas, food security, rural revitalization, and modernization of agriculture and rural areas will have been established. There will be a robust assurance of food and essential agricultural product supplies, and significant progress will be made in green, low-carbon agricultural and rural development. The agricultural production structure and regional layout will be noticeably optimized. The emission intensity of agricultural products from both crop cultivation and animal husbandry will stabilize and decrease moderately. The carbon sequestration capacity of farmland soils will enhance, and there will be an improvement in energy efficiency for agricultural and rural production and living. By the year 2030, the collaborative efforts in agricultural and rural emissions reduction, carbon sequestration, food security, rural revitalization, and modernization of agriculture and rural areas will be fully harnessed. The greenhouse gas emissions from crop cultivation and livestock and poultry manure will further decrease. Additionally, there will be a significant reduction in the intensity of energy use in agricultural and rural production and living. The carbon sequestration capacity of farmland soils will notably increase, leading to a substantial and comprehensive green transformation in agricultural and rural development. To achieve the goal, the key actions are proposed in the Implementation Plan, including: rice field methane emission reduction action, fertilizer use reduction and efficiency enhancement action, livestock and poultry low-carbon emission reduction action, fishery emission reduction and sink enhancement action, agricultural machinery green energy conservation action, farmland carbon sink enhancement action, straw comprehensive utilization action, renewable energy substitution action, and technological innovation support action.
