Conservation Measure 10-10 (2023) CCAMLR Compliance Evaluation Procedure.

This Measure is drafted pursuant to the provisions of the Convention on Conservation of Antarctic Marine Living Resources (CCAMLR) and outlines the obligations and actions that Contracting Parties must adhere to regarding international scientific observation and conservation measures. Contracting Parties are expected to submit information related to compliance issues by specific deadlines, with the Secretariat circulating Draft CCAMLR Compliance Reports for review. Each Contracting Party must provide detailed information on compliance issues, including evidence of implementation of conservation measures and planned actions to address non-compliance. The Summary CCAMLR Compliance Report is prepared based on Draft Reports and made available for consideration before the annual Commission meeting. The Scientific Committee for the Conservation of Antarctic Marine Living Resources (SCIC) plays a crucial role in evaluating compliance issues and adopting an annual Provisional CCAMLR Compliance Report. SCIC may request additional information from Contracting Parties to fully assess compliance issues and record findings of non-compliance. The Provisional Report includes compliance status assessments, suggested actions, and recommendations for remedial actions or amendments to conservation measures. Ultimately, the Commission reviews the Provisional CCAMLR Compliance Report at its annual meeting to address compliance issues effectively. The document emphasizes the importance of monitoring and reviewing priority obligations to ensure the conservation of Antarctic marine living resources. Compliance with conservation measures is essential for protecting species and maintaining the integrity of the Antarctic marine ecosystem.
