The Regulation establishes the Local Governance Commission. The objects and purposes of the Commission are as follows: (a) to provide support and assistance to local governments and regional service commissions; (b) to provide advice and recommendations to the Minister on any matter related to local governments, regional service commissions and rural districts; (c) to investigate matters within the Commission’s jurisdiction; (d) to provide education, advice and information on matters under this or any other Act; and (e) to perform any functions assigned to it by the Minister. The Regulation provides as well for its composition, appointment of auditors, supervisors, inspectors, powers respecting codes of conduct and conflict of interest; powers respecting regional service commission cost sharing; powers respecting proposals for restructuring a local government; and powers respecting amendments to description of a region. Chapter 3 provide for the establishment of the Assessment and Planning Appeal Tribunal, it also provides for functions, powers and duties.
