The Technical Regulation is formulated to implement the Convention on Biological Diversity and the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, to implement the "research and establishment of a system for access to and benefit-sharing of biological genetic resources" proposed in the China Biodiversity Conservation Strategy and Action Plan (2011-2030), the Outline of the National Intellectual Property Strategy and the Outline of the National Plan for the Conservation and Utilization of Biological Species Resources (2006-2020), to promote the protection, inheritance, utilization and equitable sharing of traditional knowledge related to biodiversity conservation and sustainable utilization of biological genetic resources owned by local communities, especially ethnic minority local communities, and to guide the classification, investigation and inventory of relevant traditional knowledge. The Technical Regulation provides for the technical requirements for the definition, the classification system, the investigation and inventoryof traditional knowledge related to biodiversity.
