This annual report, China's Policies and Actions for Addressing Climate Change (2013), has been issued to comprehensively introduce the series of policies, measures, and actions China has taken in addressing climate change and the results achieved. The Report is divided into nine parts, including addressing the situation of climate change, improving top-level design and institutional mechanisms, mitigating climate change, adapting to climate change, carrying out low-carbon development pilot demonstrations, strengthening basic capacity building, broad participation of the whole society, constructive participation in international negotiations, and strengthening international exchanges and cooperation. The report highlights that China faces new challenges in addressing climate change, prompting the government to strengthen strategic research and high-level planning. This has led to an improved management system for climate change, and its strategic importance in the national economy and society has significantly increased. Since 2012, China has made progress in reducing energy consumption and carbon emissions by adjusting its industrial structure, optimizing the energy mix, improving energy efficiency, and increasing carbon sinks. The report also notes that China has enhanced its ability to adapt to climate change, particularly in critical areas such as disaster prevention, agriculture, water resources, coastal regions, ecosystems, and public health. This has helped mitigate the negative impacts of climate change on economic and social development. Since 2012, China has accumulated valuable experience through initiatives like low-carbon pilot projects in provinces and cities and carbon emissions trading pilots. Research, education, and funding have been strengthened, significantly boosting China's foundational capacity to tackle climate change. Looking ahead, the report emphasizes that the next period is crucial for building a moderately prosperous society. China will focus more on the quality and efficiency of economic growth, vigorously promote ecological civilization, and work hard to control greenhouse gas emissions.
