These Measures are formulated to strengthen and standardize the management of the use of funds for forestry and grassland ecological protection and restoration, improve the efficiency of fund utilization, and promote the ecological protection and restoration of forestry and grassland. The Measures are divided into 7 Chapters: General provisions; Scope of fund use; Fund allocation; Budget issuance; Budget performance management; Budget execution and supervision; Supplementary provisions. The forestry and grassland ecological protection and restoration funds referred to in these measures refer to the joint financial transfer payment funds arranged by the central budget for national parks, other nature reserves, wildlife and plant protection, forest ecological protection and restoration compensation, ecological forest rangers, and other aspects. The Ministry of Finance and the National Forestry and Grassland Administration are responsible for managing these funds.
