Work Plan for Improving the Carbon Emission Statistics and Accounting System.

This Work Plan for Improving the Carbon Emission Statistics and Accounting System in China aims to establish a unified framework to better manage and track carbon emissions across various sectors. The plan includes both short- and long-term goals to support China’s dual carbon targets of peaking emissions by 2030 and achieving carbon neutrality by 2060. Phased Goals are: From 2022 to 2025, build a robust database for annual and fast-track carbon emissions reporting, establish a standardized accounting system for regions, industries, enterprises, and specific products, and set up a national greenhouse gas emission factor database; From 2026 to 2030, fully implement a comprehensive carbon accounting system, refine standards, and enhance emission control capabilities across all sectors. Main takss proposed in the Plan include: Establish a multi-level carbon emissions reporting structure, from national to local and industry levels; A national greenhouse gas database will be regularly updated to support transparent reporting and reliable data sharing; Develop clear accounting methods for emissions across industries and products, ensuring consistency in carbon footprint measurements for products and services; Incorporate advanced tools such as big data and artificial intelligence in emissions monitoring and prediction, setting up a national high-precision greenhouse gas observation network and supporting new research to predict emission trends and identify risks; Engage with international standards and frameworks to align China’s carbon accounting methods with global best practices, fostering cooperation and contributing to the global climate effort; etc.
